The CoE's open-access facility at NCL Innovation Park is being built to serve startups, individual innovators, and institutional innovators for testing, characterization, and benchmarking of clean energy and green hydrogen technologies. It is organized into three specialized facilities, each purpose-built around a distinct technology track.

Fuel Cell & Electrolyzer Testing Facility
Dedicated infrastructure for the performance evaluation, benchmarking, diagnostics, and characterization of hydrogen fuel cells and electrolysers — supporting startups building the core hydrogen energy conversion stack.

Equipment & infrastructure
● Fuel cell test station
● Electrolyser test station > available
● Booster pump and compressor for the booster pump > Available
● Gas lines, hose pipes, receptacles, ON/OFF valves
● UPS for fuel cell tester controller and electrolyser controller
● Internal civil work, gas cage, roof exhaust, and electrostatic mat for the FC test station
Hydrogen Refilling Demonstrator
A demonstration setup for controlled hydrogen supply, storage, and refilling — enabling startups to safely trial and validate hydrogen handling and refueling workflows relevant to mobility and industrial applications.
